Yes, the substation will need to be upgraded to carry the full 600MW load but there is currently enough room at the existing site to connect the first 200MW turbine.
Going by the above document it looks like decisions to finalise the relevant "right of way" easements for building the transmission line will come to a conclusion on Feb 28.
