As reported in the AGM, the issue is with a 12km easement to connect to the existing HV line to Manila. This is the backup plan as the neighboring coal fired station is agitating the process to connect to the substation that sits a few hundred metres from the site to protect their interests. As far as i am aware EWC are not waiting on this infrastructure to be built.
