NGCP putting up P 3.58-B Pagbilao substation

The National Grid Corp. of the Philippines (NGCP) has received clearance to develop a P3-billion substation in Pagbilao, Quezon to connect several incoming power plants in the area to the Luzon power grid.
MANILA, Philippines – The National Grid Corp. of the Philippines (NGCP) has received clearance to develop a P3-billion substation in Pagbilao, Quezon to connect several incoming power plants in the area to the Luzon power grid.
The Energy Regulatory Commission (ERC) has approved NGCP’s proposal to build the Pagbilao EHV Substation project.
In its decision, ERC cleared the grid operator to spend P3.58 billion for the project, slightly lower than the P3.68-billion cost it applied for.
NGCP said the new substation will be able to address the capacity limitation of the Tayabas Substation and accommodate additional generation capacities from new power plants being built in Quezon province.

The Pagbilao Substation will enable the connection of incoming power plants with a total capacity of 2,720 megawatts.
These plants are the 420- MW Pagbilao coal-fired power plant (CFPP) expansion, the 500-MW San Buenaventura Power Ltd. Co. (SBPL), the 3x200-MW Energy World Liquefied Natural Gas (LNG) power plant, and the 1,200-MW Atimonan coal-fired power plant.
For the project, NGCP is directed to pay permit fees amounting to P26.87 million and is required to conduct competitive bidding for the acquisition of major materials to be used in the project.
The Pagbilao substation is part of a three-staged proposed substation project in Quezon. The other developments include the expansion of the Tayabas substation and the 500-kilovolt Southern Luzon Loop project.
These projects are estimated to have a total cost of P6.24 billion, based on NGCP’s proposal.
NGCP is a privately-owned corporation in charge of operating, maintaining, and developing the country’s power grid.
The consortium, which holds the 25-year concession contract to operate the country’s power transmission network, is composed of Monte Oro Grid Resources Corp. led by Henry Sy Jr., Calaca High Power Corp. of Robert Coyiuto Jr., and the State Grid Corp. of China as technical partner.
