ERL has certainly planned to go underground, but I wonder whether this is an advert on behalf of ERL.
Previously ERL has published a provisional plan for a single underground decline (spiral). See Fig. 6 in following.

This advert specifically mentions a twin decline, which is a pretty massive exercise.
