What is unclear but people here claim knowledge of is:
1) what is the Senegal's government view? there is no official statement form anyone on the record of what the government thinks
2) which party is slowing down the PE process, is it FAR, COP, WPL or the courts?

When it comes to the legal arguments
1) was there a deliberate attempt to deny PE rights
1a) did this contrivance the agreements / laws
1b) was the deal and JOA structured in a way that this was a legitimate legal avenue for WPL/COP?
2) is FAR just being opportunistic?
2a) is this due to legitimate crossing of the JV rules
2b) is this due to poorly worded JV agreement?
3) is FAR's argument about the intent of the clauses or about the wording of the clauses?
4) are there different clauses which contradict the clauses that FAR is basing it's argument on?
5) are there laws that rule differently to the JV document which allow certain information to remain confidential? is the argument around this?
6) is the case clear cut - has one side clearly interpreted the rules wrong going both against he wording and intent of the clauses? or have both sides got valid arguments that they are following?
