There is a price but 40c is too much. Wasn't 7 cents or so proposed in the original recapitalization plan? It is still possible to have all debt converted to equity including EDFs if all parties agreed. This issue is some parties will benefit by cutting out shareholders. The reality is that when the U price recovers the share price will also go up.
