Auditors are like road worthy certificate inspectors they won't give you the report until you have paid the money.
If you followed closely and did your research you would know the auditors insisted on being paid in advance for the lions share of their fee and insisted on being paid the balance before signing off on the accounts.
Xpd has paid its taxes and has for a long time had the retained earnings above the threshold requirement necessary before dividends can be paid.
