A 50 man camp, expanding its land holding for the best part of a year, building an airstrip and upgrading a road apparently all fall under "early stages."

Leads me to believe that if this moves on from being in "early stages" then it's full steam ahead. The stage is set for Antipa to announce its results against this backdrop.
