Imagine this scenario: the tunnel project developers set up contracts with landfill companies for the treatment and disposal of PASS and, sometime after this is up and running, the landfill companies are suspended from accepting PASS by the EPA.

Where would that leave the construction companies? Up sh$t creek without the proverbial. Tunnel boring would stop as PASS cannot be stockpiled. Then, deadlines not met, contract delays trigger penalties and the costs blow out.

They will have noted the Bulla incident and now will be even more careful organising trouble free disposal contracts. They'll pay $$ for peace of mind, failsafe storage.
