The EPA has a key responsibility in protecting beneficial uses of land and groundwater. Many of these uses are regulated or controlled through measures to prevent contamination of land and groundwater.
That's a only fairly new - the EPAs role in seeking to prevent problems before they occure or become big, rather than prosecuting after the event when the damage has already been done.
