    I reckon some companies are price setters and some are price takers.
    NAG will welcome talks from those with PASS to dispose of.
    They will listen to the offers and, if they seem reasonable, gets contracts signed.
    All this noise about price being the major influence on where PASS is stored is a furphy. Price is only important if ALL other comparisons are equal. If a company cannot meet the EPA's stringent conditions, they could advertise PASS storage at 50c a tonne and they wouldn't get any business.
