$7-10 per tonne to treat or stabilise PASS?
We've been through this a thousand times. It's impossible to treat PASS for $7-10 per tonne. There are just too many add on costs, lime, fuel, labour, testing and reporting to make that price viable. You could store it under water cheaply, but any business offering that underwater facility would charge a more commercial rate, given the alternatives.
$7-10. That's nearer the charge for clean fill.
In the past, PASS was never treated properly and any place that did accept it, probably charged $7-10 per tonne and left it lying around untreated.
There are new compliance laws for the EPA. There are now obligations for the producer of the waste to take responsibility for its disposal.
