I think there are two issues at play here jp
1) The MMRT contract to dispose of 1.3 m tonnes of PASS as per EES
2) The ongoing disposal of PASS from other projects around Melbourne
Why would the MMRT PASS be any more or less dangerous than PASS going from the pre works?
Is it the EPA's mandate to prevent environmental damage?
Is the pre works PASS being disposed of properly?
Are the EPA policing the PASS disposal with the same vigour as they police other environmental misdemeanours that are so often mentioned on their website?
As you mention - cost effectiveness and time are important issues - but must not compromise theEPA environmental by laws outlaid.
Otherwise they may as well just dump it all in Port Philip Bay
