Whereas currently publicly owned shares (not necessarily all held by foreigners) account for just 27% of BCL. Dilution may well occur for both in the course of funding the project(s) but the starting point for BCL looks a lot better, not to mention that there is not a John McGlinn lurking in the background, looking to make a quid (let's not get too dewy eyed about all the public spirited heroics in his PowerPoint presentation).
