The race to build a new LNG terminal in the Philippines is hotting up, with a joint venture of China National Offshore Oil Corp. (CNOOC) and Phoenix Petroleum emerging as a front runner. But the country already has a terminal that is ready to start operating, and growing interest in upstream production could leave a second facility underutilised. The government must therefore do more to encourage gas-fired power and underpin the proposed terminal.
