Packer to reclaim majority share?

I was thinking about the big dividend and wondering why Crown wouldn't just pay down debt rather than give a dividend? There is $2 Billion in debt so you would think it would be well served to reduce as much as possible given the capital requirements of future projects.

In 2016 Packer sold $450 million in CWN shares or about 5% of total shares so he could pay off his Sister from a law suit. This brought his stake in CWN to 48% holding. He can buy 3% back every 6 months, but apparently he didn't really have the money to buy back his stake with regular dividends. Now all of a sudden only 6 months later, there is a dividend windfall and he earns $489 million from this dividend, and CWN is doing a share buy back. So my assumption is Packer is going to buy back above 50%.

Is this just a coincidence that the amount he will earn is almost exactly the amount he had to sell to settle the law suit?
