If I recall correctly, the Chair and other senior SOO officers at the AGM indicated that commercial and larger installations are being sought. This is being driven by the shrinking absolute profit margin and increasing competition in the residential sector. CBD, AIR and others are all going upscale at the same time as SOO.
However, state and federal governments are reluctant to put too much support into these larger installations, certainly not through a FIT for several reasons.
Likely cost of a generous FIT is an obvious one but may not be the main one. More serious is that the electrical generation and distribution industry and its supporting regulatory apparatus is woefully unprepared for a change away from the central generation model.
Rules for handling and paying for power from a multitude of variable, vaguely schedulable distributed generators are not in place or even the policy for setting the rules. Then the staff to implement and oversee these rules are missing/not trained yet/in nappies.
Just look at how far down the COAG agenda the notion of a national FIT has slipped.
