For those who have been spooked by the oral explanation you might like to go through the minutes of the past six meetings, as I have done, looking at the results of pre-authorization oral explanations.
My findings: thirteen oral explanations conducted (note that more than this were indicted in the agendas but the committee decided at the last minute that some were "not needed").
Out of thirteen, ten were approved, two withdrawn, and one is continuing.
So, without taking any other information into account, the probability of success is 0.77
