I've done some reading. My own understanding, which could be wrong, is as follows:
Oral Explanation is given - the CHMP then take a "trend vote" to indicate which way the majority of them are leaning.
If this is majority in favour of approval, then within 30 days (the next meeting, which would be end of April) formal approval is given.
If they give a "trend vote" indication in the negative following the oral explanation, then TIS will be given the opportunity to withdraw.
It's very difficult to make sense of, that's for sure. But whatever happens at that meeting will indicate whether we get through, or won't. The rest is formality.
