With these bureaucracies "thought bubbles" end up being asked as questions. Often these questions are Red Herrings. It's easier for a representative of TIS to stand there and deal with each question on the spot rather than waiting out another round of questions, submit through BSI and then have us all sit on tenterhooks for the next meeting only to be greeted with another set of Red Herrings.
What amazes me is the "vote" nature of the panel. Either the product meets criteria or is doesn't. It shouldn't be up to an opinion based on a vote around the panel - to me that could easily be subjected to corruption. (I'm not suggesting that this is the case)
