A good question to ask managment would be , how much and on what scale did they do the metallurgy testwork to prove that the process they chose for both the tungsten and moly would work?
It might be illuminating, For example if they did little testwork of a large scale they might have spent the capex of the plant realisng there was a big risk in the technical side.
