could this be something holding down the share price?

with the recent distribution and solid prospects, surely from the outside you see a board super confident of cash flow if they can give some back to shareholders... but then the confidence didn't flow into share price appreciation as i had thought it would... so any overhang of doubt about management blocking etc as you point out could be something keeping away deep pockets
