    Minimum $1m per km. Add in rolling stock, and there's probably another $500k/km in sunk costs.

    Plus fuel and labour to operate it, and then there's a couple of years of environmental approvals...

    Easier to contract the work to the road haul mobs and flood the public roads with QUBE road trains
