The various materials used in the batch can and do make a difference , but in my experience it just means the admixture may not achieve the higher level of performance desired , it is very rare for an admixture or material that is designed to enhance strength to actually decrease the compressive strength compared to an identical batch without the admixture / material , So I would be hoping there is a testing or batching error involved , otherwise it could be a problem.
