That's how I see it. They want to use it for precasting, same as Valley Prestress. So they are likely using similar low doseages, with reduced cement, maybe even saving costs over the control mixes. But they are looking for the same benefits of early strength, low shrinkage, low permeability and better texture. Increased ultimate strength and abrasion resistance are probably not essential for bridge beams, as long as they meet design specifications. For sure they won't want to use a mix that has lower strength than the control, but I don't think they were ever intended to be high strength mixes. So that's not a criteria meant to be "compelling"...
