if it is trading at 4.5c, for example, and the company wants to distribute 500k dividend, which would be 0.25c per share, which is very difficult to present, they have to round up or down. but with 45c, no problem whatsoever.

lastly, if they didn't do reverse consolidation, and did div distribute of say 0.5c, ex div will become so low which is not good for company image considering they have about 50 international partners.
