I agree - but i also don't have any faith in the SA Gov to get anything right! that is ultimately the inherent risk! That may be the reason why nobody has taken it off our hands just yet! I think once there is clearly defined movement in the positive direction - a lot will happen, but i don't see anything happening for a few long good years! (government pessimist )
