This isn't a breakout yet. As the thread says "on the verge".
From my conversation with Hugh on the 15th March the major breakthrough with Federal bureacracy has been made. Although nothing is 100% certain we are now just going through the period of local and native submissions. Apparently there is strong local support for the project so we should get approval of access to drill 4 holes in approximately three weeks. As the company report states the contractor has been booked.
