There will be a couple of mum and dad investors who will buy in hoping that the share will rocket up just after the licence is issued. It wont as theincrease in value is already accounted for and they will get annoyed,sell out, make a loss and grumble on the forum.

All of the above is my opinion, please use your one analysis and historical knowledge.
