The above processing time for an exploitation licence begins when a completeapplication is received by the Ministry of Mineral Resources and ends when theMinistry of Mineral Resources has granted the licence or rejected the application.The EIA, SIA, and IBA processes are all included in the average processing timefor the exploitation licence. Note GGG have not sumbitted the application yet so the clock has not started.

Just to clarify, the average 419 processing time frame commences once the EIA, SIA, and IBA have been accepted and approved by the government? And this has yet to happen?
