Think you'll find that is natural GPS variation...its status is still at anchor.
No doubt delayed for some reason, hopefully it leaves today!
Both the Far Senator and Far Statesman tugs are around it with a status of restricted maneuverability which to me means that they are connected ready to tow it.
Someone who knows more about this could confirm if one or two tugs are required for this rig.
