I meant officially I have not seen any bid except OSH. When OSH made official bid, it informed the market same day(Law Requires That)
...
So far I have not come across any Notice by Exxon or IOC about the bid.
Newspaper -> I rarely trust their stories. At one time they even made story of OSH making bid for HZN, but never happened.

Any how without TotalSA involvement, nobody can make a bid for IOC. TotalSA is the operator of ELK/ANTELOPE fields.
..
IOC does not have money even to pay for Drilling.
