Earlier in the year the Feds announced about A$1 Bn would be spent on upgrading the shipbuilding facilities at Henderson to accommodate work on the OPV's. I am not aware of any other shipbuilder at Henderson that is in the running for the OPV other than ASB. Pretty short odds I would have thought for a A$3 Bn project.
