If the option holder that received them for free is selling at a discount you can't really blame them as the profit is pretty good. If they had for example 1 million units to offload at an average of 0.045 (the current price) that is roughly just more than the average yearly salary in Australia 80 to 90k profit. Good money if you understand options, however IMO the real value will be apparent when commercial flows are confirmed which should at minimum should double prices from here. Options might then trade at premium on the back of announcement but again you might have some free carried holders that force the price down by selling at any cost once the excitement dies down.
