but I dont think IBM are the benchmark for efficiently developing software. They have a history of massive failures.
There are many small, nimble efficient, software development companies that could take a project on like this and deliver it for a fraction of the $300/400M.
Take a look at banking systems, airline reservations, library reservations, council rates, etc. All vaguely similar projects.
My point is - what is it about Lorenzo/iSoft that makes it special ? Does it have any patented technology ?
