Not being in the IT field but reading widely it would appear that the complexity of it is the real $$ driver.
Several years ago here in NZ the Police tried to create a monster database with all sorts of data in it that, in theory would help link susposedly unrelated bits of info together and be able to solve crimes a lot easier... also many different interfaces, users, etc..
IBM won the contract to develop and after some years and the NZ Govt spending $100's of million on developing it IBM walked away half way through saying it was "impossible to achieve"...
... cost NZ taxpayers big time and no product was ever developed.
I'm guessing that LORENZO is the same in principal except in this case it has been achieved...
