    Only brokers are allowed to manipulate things by placing orders outside certain ranges. Us common folk must only place orders that are within certain ranges - presumably because brokers are outstanding and honest citizens who uphold the integrity of the market whilst the rest of us are clearly corrupt and would only act to manipulate things if provided the opportunity!!
