I think you might have to have another look at the history of Sicily
The saracens were not the only power that improved the island of Sicily over 200 years
Phoenicians, Carthaginians, Greeks, Romans, Germanics, Byzantines, Normans and Spanish all had a fair contribution to the island as well over the last 3000 years
