It's actually highly irresponsible reporting. They've composed the headline for maximum impact and concern (i.e. fear).
If they'd used the headline "Minor explosion of ventilator in engine room of power station" it probably wouldn't sell as many newspapers, but would have been much more responsible.
But that's what the nuclear energy field is up against - scaremongering tactics. Just like Fukushima - the entire media world concentrated on the flooding of the nuclear reactor, from which absolutely NOBODY died, and ignored the effects of the tsnuami that caused it - from which hundreds of thousands died.
