It's not saying that each company is required to publish their results at a standard of magazine publication when the results are bad. It is saying a company at the minimal is required to publish results which at a minimal has an explanation. What NTI is attempting to do is publish results to a standard of obtaining scientific magazine exposure - a standard that is much higher and takes a few months of extra work. A standard you only pursue when you have reason to i.e. the results are good.
