The rules may have been passed but your previous post is suggesting they will have drills ready in anticipation of the "offical news" whereas in the article it will be 3 years before all recommendations will be implemented, so maybe the couch will be a good option for them in the interim.
Maybe the "small batch" tipples your having is affecting your judgement or ability to actually read the article you provided a link to....
