Yes, it's deliberately disingenuous - it minimises the production possibilities but deliberately continues to talk about the water contamination as if the absolutely worst case scenario is guaranteed.
When in reality, if they only drilled a couple of hundred wells, the risk of any serious water contamination would be practically zero under any conceivable regulatory regime. They want to paint the economic benefits as a sliding scale clustering towards the low end, but water contamination is assumed to be maximum regardless of the scenario.
