Based on those figures, it is obvious that they have only juts scraped in without reaching the 25% necessary to get a first strike marked against them.
And based on my calculations, those "NO" figures seems to have reached not less than 24.63768%.
That's bloody close in anyone's language. Enough for the Board to take a big breath and a sigh of relief.
