It is not about "cheap and dirty", it is about cost. In a remote area land is cheap and generally available. Borrow pits and haul roads are not an expensive problem, There are no problems such as complaining neighbours, legal objections, etc. The cost in a remote area is very much less than is a settled area and the delays are likely to be very much less.
