Obviously nothing in that for ETC just yet, but it certainly looks like the sort of business Nexbis is ideally suited for.

Especially on the basis of cost savings (apparently easier to overlay and integrate with existing databases), integration across jurisdictions will appeal to the states as well as maintaining separate databases across the states seems to be an important and sensitive issue with respect to privacy.
