They are probably looking at payment data for each company and from the values over a set period of time able to obtain a value for number of subscribers. Certainly 40,000 for QFX would seem about right given how dire and poor value their streaming play service is and diminishing demand for DVD post.
No wonder Langsford hides the actual number within Paying Customer data. Over ten years in business and only 40,000 subscribers is an embarrassing failure.
QFX always needed a strong core number of subscribers of at least 5% Aus households to grow the business on, at 40,000 that's less than a percent of households. NFLX in just 3 months looks to of secured 10% of Aus households already.
