FNT's hypothetical resource was not based on any geological interpretations, etc. nothing of the sort.
it was merely a desk top scenario test to determine how big the resource would need to be to justify a mine of a certain size.
the implication being that if FNT were able expand the known resource to that size, then they would some advance knowledge that an economic mine may be possible.
this path sets exploration targets and also sets up initial assumptions for potential scale of mining/processing for initial scoping/prefeas studies.
where FNT stepped over the line as you said was to start referring to the value of the mine if they achieved it.... it went a bit far with the projections.
this is very different to the "target" resource calc used by AUM after the ASX got on their collar. in this context "target" was used to reflect a calculated potential resource of confidence even less than the inferred category.
these are very different approaches.
