NK offers so much potential under reunification (even economic reunification) for the south and a transit and economic hub for Russia is also discounted. The US naturally have the South under the thumb to prevent their vassal from leaving and any sunshine policy coming back that worked for both nations.

The US are happy to keep the status quo going for a number of reasons and keep any talks in their control than let the local powers in who offer solutions and could benefit the region.
