NTIR are your available rights that will be available for you take up if you so choose. It may pay to read the latest rights prospectus and see if you can get a better understanding. The rights were tradable for a period, which is now closed, but basically from here moving forward you will have the option to take up the amount of NTIR shares you own at 3c per share.
