It’s Cultural and if I remember correctly even Moha med/mad started out as a trader!
In the US if you want better table service you pay higher tips.

The reality is if 911 hadn’t happened and with everyone basically bypassing the UN sanctions anyway and wanting them removed no one would have brought this up.

I by no means condone it as a correct government to business relations but over there it just doesn’t surprise me.
